Security: Cyber Security Information Sharing (1)
Part one of a two-session deep dive into cyber security information sharing frameworks for blockchain ecosystems. This session establishes foundational concepts, examines the current threat landscape, and maps regulatory requirements and compliance considerations for cross-organisational threat intelligence sharing. Participants will review privacy-preserving approaches and discuss barriers to effective information exchange.
AgentWG + FASE: AI + Blockchain
A joint session between the Agentic AI Working Group and FASE examining the intersection of AI agents and blockchain systems. Building on the BGIN AI Multi-Agent Framework deployed at Block 13, this session covers DeFi applications, autonomous agent governance, and emerging regulatory considerations for AI-driven financial activities. Discussion will address trust frameworks, delegation architectures, and identity requirements for AI agents operating within permissionless networks.

Security: Cyber Security Information Sharing (2)
Part two continues with technical frameworks and practical implementation strategies for cross-organisational threat intelligence sharing. This session moves from analysis to action, examining established standards such as STIX/TAXII and their blockchain-specific adaptations, alongside the Security AI Agent Project and trust frameworks for sharing partners.
FASE: Harmonization among Crypto-asset, stablecoin and tokenized deposit
Regulatory frameworks for blockchain-related financial services—crypto-assets, stablecoins, tokenized deposits—are being established in jurisdictions worldwide. At the same time, these discussions have raised serious questions about whether blockchain-based financial services can be sound and sustainable, and whether they are viable as an industry structure. Without a shared understanding of a model for the blockchain industry structure, it is not possible to define the details and standards of regulatory supervision in technical, operational, and governance dimensions. This project aims to produce a document that provides a shared view of the industry structure as a basis for regulatory and supervisory debate in each country by summer 2026. This session will kick off that discussion using a discussion paper grounded in the current situation in Japan and will summarize the outcome as a meeting report.

IKP: Accountable Wallet
A focused working session on the Accountable Wallet framework — a standards-track approach to decentralised compliance verification for blockchain wallets. Building on the published paper and continued development across Blocks 12 and 13, this session advances wallet governance models that balance user sovereignty with accountability requirements. Participants will examine key management architectures, Verification Data Record specifications, credential integration for selective disclosure, and the Watcher network that enables compliance without centralised gatekeepers.
FASE: Establishing Technical Metrics to Evaluate the 'Decentralization' of Blockchain Networks
In the consideration of regulatory frameworks for crypto-assets, the degree of decentralisation is a key maturity factor under the US Clarity Act. In Japan, it has been reported that the review of the transition under the Financial Instruments and Exchange Act is moving toward classifying crypto-assets into two types, driven by the approach to regulatory supervision. This session aims to develop decentralisation metrics and establish a framework that regulators, auditors, and network operators can apply consistently. The project will compile a report on categories and classification methods appropriate for blockchain and crypto-assets, building on current thinking in various countries.

The Agentic AI Working Group focuses on AI agent governance and security information sharing platforms. At Block 14, we will host the BGIN Agent Hack, where policy discussions turn into working software through agent-mediated standards and programmable governance.
BGIN Agent Hack
A focused hackathon where teams build and validate policy-to-code implementations. The Agent Hack will run in the Open Space throughout both days of Block 14.
Stablecoin Payment Initiative
Following the enactment of stablecoin regulations in Japan, the United States, and other jurisdictions, BGIN has decided to accept registration fees and event sponsor fees in stablecoins (USDC on Ethereum). This initiative represents a practical application of regulatory frameworks in real-world blockchain governance scenarios.

Trial Implementation at Block 14
At Block 14, BGIN will conduct a trial of accepting stablecoin payments in USDC on Ethereum for registration fees and sponsor contributions. This trial will provide valuable insights into the practical implementation of stablecoin-based payment systems in an international governance context.
In-store stablecoin payment pilot — same building
During the Block 14 event period, an in-store stablecoin payment proof-of-concept is being conducted in the same building. You are welcome to use it.
